How to define fastest
The only defensible comparison is method-specific: request approval time, operator processing time, and bank or wallet settlement time should be separated.
If evidence is missing, mark the operator "not yet tested" rather than inventing a ranking.
What people actually complain about, counted
Across 1 920 recent reviews of 12 South African bookmakers, getting money out came up most often at Supabets, in 57% of the 275 reviews we read for it, and least often at Lulabet on 23%. That is a 2.5-fold difference between the same complaint at two licensed bookmakers, which is the part worth acting on. Every bookmaker we sampled is below, best record first, so you can see the whole ranking rather than the two ends of it.
More useful than any rating: whether the bookmaker answers. Supabets replied to 100% of the reviews we read, while World Sports Betting, BetXChange, Lulabet replied to none of them. That is a behaviour rather than an opinion, and it is the closest thing to a test of customer service that can be run from outside.

Percentage of the reviews we read for each bookmaker in which getting money out was the subject; lower is better. Read it against the sample size and the overall rating in the same row: a clean record on forty reviews is weaker evidence than a clean record on three hundred, and a bookmaker can generate few complaints on this one topic while rating poorly overall. This counts how often something is complained about, not how long it takes.
